v0.17 automatic-registration rules
This phase preserves the v0.11 metadata fixes, prevents location-blind feature merging and exposes rendered pages for traced-boundary registration.
Explicit page metadata only
Envirocheck dates and scales come from Published, Map date, Edition and Source map scale header fields—not explanatory text.
Page types separated
Historical Map, Additional SIMs, Russian Map and current VectorMap pages are classified separately; current mapping is not sent to historic OCR.
Bounded map labels
Header/footer text is cropped and label groups are capped by token count, total width, angle and baseline gap to stop transitive chaining.
Location-safe candidates
Similar names on different pages or in different map positions remain separate until a consultant reviews the registered evidence.
No inferred chronology
The worker does not create persistence or transition claims. The final table is assembled from registered and consultant-approved page evidence.
